This is the third medium term plan (MTP III) for the implementation of Kenya Vision 2030, the country’s development blueprint covering the period 2008 to 2030. Vision 2030 aims to transform Kenya into a newly industrialising, “middle-income country providing a high quality life to all its citizens by the year 2030”. Vision 2030 is implemented in successive five-year Medium-Term Plans, with the first such plan covering the period 2008 – 2012. MTP III outlines the main policies, legal and institutional reforms as well as programmes and projects that the Government plans to implement during the period 2018-2022. The plan builds upon progress under MTP II and was developed through an all-inclusive and participatory stakeholder consultative process. The plan and its financing framework prioritise delivering the “Big Four” initiatives. The initiatives are: increasing the manufacturing share of GDP from 9.2 per cent to 15 per cent and agro-processing to at least 50 per cent of total agricultural output; providing affordable housing by building 500,000 affordable houses across the country; enhancing Food and Nutrition Security (FNS) through construction of large-scale multi-purpose and smaller dams for irrigation projects, construction of food storage facilities and implementation of high impact nutritional interventions and other FNS initiatives; and, achieving 100 per cent Universal Health Coverage.
To harmonise planning and implementation at county level with the national planning framework guidelines for aligning the County Integrated Development Plans to MTP III are issued by the National Treasury and Planning as well as for preparation of Strategic Plans for all Ministries, Departments and Agencies (MDAs) in line with MTP III. The National Treasury and Planning prepares and disseminates quarterly and annual progress reports on implementation of the “Big Four” initiatives and other MTP III policies, programmes and projects.
