Description

The constitution vests legislative authority in the County Assemblies, conferring powers to pass laws to enable the counties to exercise their powers and perform their functions in each of the areas enumerated in the Fourth Schedule of the Constitution. To streamline the publication process, the Attorney General convened a series of consultative meetings amongst various actors in the National and County Government and developed a guide on process of county legislation. The Attorney General commission a study to review the protocol to address some of the teething problems and improve its implementation. The Kenya Law Reform Commission, which is responsible for implementation of the Protocol spearheaded the review. The assessment revealed challenges and makes recommendations to resolve/improve the process.
