Description

This handbook is prepared for the guidance of senators and staff of the Senate in the performance of their duties. It briefly sets out the modalities of the working of Parliament and the rules of procedure used to transact business in the Senate. The Handbook has sections on: Definitions; Sittings and Adjournments; Proceedings of the Senate; Practice and Procedure; Senate Committees; Parliamentary Privilege; and General provisions. It is important to note that,  the handbook is not a substitute for the Constitution, the Parliamentary Powers and Privileges Act or the Senate Standing Orders. Senators can use the handbook to familiarize themselves with the workings of parliament and are advised to study all the legal and procedural aspects of Parliament.
