These guidelines seek to assist the mainstreaming of gender considerations in the planning and budget formulation processes, as well as in the monitoring and evaluation of the implementation. The guidelines will assist technical officers and policy makers in understanding what the concept of ‘Mainstreaming in Planning’ entails, as well as enabling them and stakeholders to track the outcomes of their efforts. The ultimate goal is to make sure the budgeting process in Kenya is equally responsive to needs and priorities of women, men, girls and boys, respectively. Prepared by the National Gender and Equality Commission (NGEC) it is envisaged that the application of these guidelines will accelerate the transformation and elimination of structural inequalities between the sexes.
