These Guidelines serve to assist county government staff to set-up, design, implement and sustain a functional M&E system that tracks county development. The guidelines will also serve as a useful reference for other stakeholders who are interested in the design, implementation, monitoring or evaluating of their programmes and projects. Academic institutions, researchers and the public can use the guidelines as a reference material in the area of design of M&E systems.
