Draft guidelines on asset and liability management in the public sector. National Treasury. 2020

Description

These draft guidelines are aimed at assisting public officers involved in public assets and liabilities management to achieve the following:

a. promote accountability on assets and liabilities management;

b. effectively manage and safeguard public assets; 

c. enable the standardization in all public sector entities of:

  • i. identification, acquisition, maintenance, disposal of, valuation/revaluation, recording and disclosure of assets in the public sector.
  • ii. identification and disclosure of liabilities in the public sector.
  • iii. assets and liabilities data management reporting.

d. provide for proper authorisation of acquisition and disposal of assets; and
e. accurate and timely information and reporting to facilitate decision making.

The guideline is also aimed at consolidation and maintaining an updated inventories of assets and liabilities for both national and county levels of government.
