Baringo Project Implementation and Management Bill 2019

This Bill is meant to provide for a legal framework for further devolution of the County Government functions, establishing project implementation and management committees, and to: Ensure harmony between County headquarters, Sub-County administration, Ward administration, Village administration, Member of County Assembly, and Ward Project Management Units; Facilitate the participation of local communities in the implementation of county development projects; Ensure efficient and effective service delivery across the county; Provide a platform to harmonize and ensure equity in the implementation of county development projects and services; Ensure effective project implementation at integrated areas of economic and social activity; Provide for management of county projects in a manner that ensures reduction of bureaucracy in procurement and availability of funds; and to further devolve the functions and resources of the County Government and to ensure participation and involvement of Baringo county citizenry in management of its affairs.
