The Council of Governors in conjunction with the Kenya Law Review Commission commissioned an audit of the law and policy across seven devolved sectors (Health, Public Finance Management, Agriculture, Trade and Investments, Land and Physical Planning, Urban Development, Natural Resource Management). The audit covered national and county legislation and their compliance to the tenets of the Constitution and devolution. The study reviewed legislative and policy documents at both county and national level, analysed laws, regulations, policies, administrative guidelines; and the cases that have come before court on related matters. The sectoral reports were then peer reviewed and subjected to discussion at various regional hearings. This report details the findings of the study giving both general trends as well as sector specific trends, findings and recommendations. Separate sector reports for each sector are also available.
