Description

The County Assemblies Procedure and Practice Manual is a guide to the standard operating procedures of the County Assemblies committees and the staff. It is intended to ensure that the work of County Assemblies is conducted in a systematic and formal manner with a view to strengthen their legislative, oversight and representational roles as provided for in the Constitution of Kenya 2010.  The manual is organized in six parts: Sittings of the assembly and procedures that guide the first sitting of the assembly after a general election; Proceedings of the assembly with a view to outline the process before, during and after the plenary meetings of the assembly; Procedure of business in the house ; Step by step requirements during the committee of the whole house; Rules of debate in the County Assemblies with a keen focus on the definition of gross and grave misconduct; and Sample documentation used in the different legislative operations and guidance to the user during the development of the same. The manual was developed by the Procedures and Practice Committee of the Society of Clerks-At-The-Table.
