Description

The broad objective of the performance management framework for county governments is to provide the context and tools within which counties are able to implement in an efficient and effective way, their development and service delivery plans contained in their County Integrated Development Plans (CIDP), their Annual Development Plans (ADP), their annual work plans, their budgets, and the targets contained in their performance contracts. Developed by the Council of Governors (CoG), in conjunction with the Performance Management and Coordination Office in the Office of the Presidency, the framework provides an overarching linkage of national development plans and policies and county plans, budget frameworks and service delivery to citizens. The framework ensures the logical hierarchy and linkage of policy outcomes and targets are aligned to resources and that the resources allocated are used to achieve the intended results.

The Framework can be used by county executive officials, county assembly staff, county performance management units, performance management practitioners, and civil society organisations doing advocacy work.
